New Developments in Euro-Mediterranean Relations
 
A new political and economic environment has compelled the Europeans to reshape their relations with their closest developing neighbours, and the European Council approved the strengthening of the Union's Mediterraneans policy in December 1994. But, despite some important innovations, the new policy is much like the old, and faces the same obstacles that previous attempts at renovation did.
